Housing Grants Manager

Working under the supervision of the Executive Director and in partnership with Managers of Housing Programs, on grant administration, management, and development activities related to housing projects and grants.

Essential Functions

Grant Admin/Support Duties Assist in the federal and state grant applications and administration:

  • Support MHP in Grant administration services
    • Environmental review
    • Financial management
    • Procurement
    • Acquisition and relocation
    • Labor standards
    • Reporting
  • Grant support services
    • Copying, proof reading, etc
    • Creating accordion files (labels)
    • Creating project files (guides and labels)
    • Setting up planning grant financials
    • Copying payrolls for city files at close out
    • Updating project info spreadsheet and financials
  • Misc. assignments as needed

 

Specific Program:

  • Owner Occupied Rehabilitation Programs:
    • Assist with development housing rehab grant programs (funding options, developmental changes)
    • Assist in community outreach and public hearings
    • Grant application review
    • Assist in income verifications
    • Assist MHP in the environmental reviews projects including section 106 historic reviews
      • CDBG/OOR, CHIP and program income
    • Assist clerk-treasurers with financial management with all open grants and continued programs
    • Coordinate rehab and lead inspeactions
    • Facilitated bidding of work
    • Coordinate and schedule contractors
    • Regularly report project progress to specific funding agency
  • HOME Grant
    • Assist with developmental housing rehab grant programs (funding options, developmental changes)
    • Assist in community or SIHCDC outreach and public hearings
    • Grant application review
    • Assist in income verifications
    • Assist MHP in the environmental reviews projects including section 106 historic reivews
    • Assist clerk-treasurers or SIHCDC bookkeeper with financial management with all open grants and continued programs
    • Regularly report project progress to specific funding agency
  • Property Managing Support (SIHCDC Owned Properties)
    • Work with facility manager on grant compliance
      • Overall program guidelines
        • Rents
        • Tenant income limits
        • Age requirements
      • Program brochure
      • Tenant application
      • Lease agreement

Notes: Approximately 70% of time in our office should be spent on the phone with Mayors, engineers, contractors and city personnel as well as conducting in office paper work. 30% should be spent in the cities.

Qualifications:

  1. College Degree or higher
  2. A minimum of three years of on-the-job experience.
  3. Analytic ability to diagnose problems and ability to work independently to correct the difficulties.
  4. Grant writing and development experience.
  5. Valid driver’s license required for off-site assignments.
